Policy components are generally implemented with consulting services.
Part of the service includes training if desired. The skills necessary for most implementations are statistics, system definition, prototyping, and system development.
The only knowledge likely to be unusual is the prototyping step which may involve fairly esoteric concepts and technology.
Statistics
Many clients already have statistical models completed or in preparation for implementation and need only prototyping and deployment services.
Maintenance
Maintenance, especially minor maintenance for such frequent changes as price adjustments, may easily be implemented by enterprise personnel with some training.
